國家發展改革委關于 進一步完善分時電價機制的通知

適應(ying)新(xin)能源大規模發展、電力(li)市場(chang)加快建設、電力系統(tong)峰谷特性變化等(deng)新形(xing)勢新要(yao)求,持續深化電(dian)價市(shi)場(chang)化改(gai)革、充分發揮市(shi)場(chang)決定價格作用,形(xing)成有效的市(shi)場(chang)化分時電(dian)價信(xin)號。在保持銷售電(dian)價總水平基本穩定的基礎上(shang),進一步完善(shan)目錄分時電(dian)價機制(zhi),更好引導(dao)用戶削(xue)峰填谷、改(gai)善(shan)電(dian)力(li)供需狀(zhuang)況、促進新能源消納,為構建以新能源為主體的新型電(dian)力(li)系統、保(bao)障電(dian)力(li)系統安全穩(wen)定經濟運行提供支撐。


國家發展改革委關于進一步完善分時電價機制的通知

各省、自治區、直轄市發展改革委,國家(jia)電(dian)網(wang)有限(xian)公(gong)司、中國南(nan)方電(dian)網(wang)有限(xian)責任公(gong)司、內蒙古電(dian)力(集團)有限(xian)責任公(gong)司:

為貫徹落(luo)實黨中央、國務院關于深化電(dian)價(jia)改(gai)革、完善(shan)電(dian)價(jia)形成機制的決策(ce)部(bu)署,充分(fen)發揮分(fen)時(shi)電(dian)價(jia)信(xin)號作用,服務以新能源為主體的新型(xing)電(dian)力(li)系統建設,促進(jin)能源綠色低碳發展,現就進(jin)一(yi)步(bu)完善(shan)分(fen)時(shi)電(dian)價(jia)機制有關事項(xiang)通(tong)知如下。

一、總(zong)體要求

適應新(xin)能(neng)源(yuan)大規模發展、電(dian)力(li)市場(chang)(chang)加快建設、電(dian)力(li)系(xi)統峰(feng)谷特性變化等新(xin)形勢(shi)新(xin)要求(qiu),持續深化電(dian)價市場(chang)(chang)化改(gai)革、充分(fen)(fen)發揮(hui)市場(chang)(chang)決定價格作(zuo)用,形成有效的市場(chang)(chang)化分(fen)(fen)時(shi)(shi)電(dian)價信號。在保(bao)持銷售電(dian)價總水平(ping)基本穩(wen)定的基礎上(shang),進(jin)一(yi)步完善(shan)目錄(lu)分(fen)(fen)時(shi)(shi)電(dian)價機制(zhi),更(geng)好引導用戶削峰(feng)填(tian)谷、改(gai)善(shan)電(dian)力(li)供需狀況(kuang)、促進(jin)新(xin)能(neng)源(yuan)消納,為構建以新(xin)能(neng)源(yuan)為主(zhu)體的新(xin)型電(dian)力(li)系(xi)統、保(bao)障(zhang)電(dian)力(li)系(xi)統安全穩(wen)定經濟運(yun)行(xing)提供支撐。

二、優(you)化(hua)分(fen)時電價機制

(一)完善峰谷電(dian)價機制(zhi)。

1.科學劃分峰(feng)谷時段。各地要(yao)統籌考(kao)(kao)慮(lv)當地電力供(gong)(gong)需(xu)(xu)狀況、系(xi)統用電負荷(he)(he)特性、新能源裝機(ji)(ji)占比(bi)、系(xi)統調節能力等因素,將(jiang)系(xi)統供(gong)(gong)需(xu)(xu)緊張、邊際供(gong)(gong)電成(cheng)本高的時段確(que)定為(wei)高峰(feng)時段,引(yin)導用戶(hu)節約用電、錯(cuo)峰(feng)避峰(feng);將(jiang)系(xi)統供(gong)(gong)需(xu)(xu)寬松、邊際供(gong)(gong)電成(cheng)本低的時段確(que)定為(wei)低谷時段,促進(jin)新能源消納(na)、引(yin)導用戶(hu)調整負荷(he)(he)。可再生(sheng)能源發(fa)電裝機(ji)(ji)比(bi)重高的地方,要(yao)充分考(kao)(kao)慮(lv)新能源發(fa)電出(chu)力波動,以及(ji)凈負荷(he)(he)曲線變(bian)化特性。

2.合理確(que)定峰(feng)谷(gu)電(dian)價價差。各地(di)要(yao)統(tong)籌(chou)考(kao)慮當地(di)電(dian)力系統(tong)峰(feng)谷(gu)差率、新能(neng)源裝機占比(bi)、系統(tong)調節能(neng)力等因素,合理確(que)定峰(feng)谷(gu)電(dian)價價差,上年或當年預(yu)計最大系統(tong)峰(feng)谷(gu)差率超過40%的地(di)方,峰(feng)谷(gu)電(dian)價價差原則(ze)上不(bu)低于(yu)4:1;其他地(di)方原則(ze)上不(bu)低于(yu)3:1。

(二)建立(li)尖峰(feng)電(dian)(dian)價機(ji)制(zhi)。各地要(yao)結合實際情(qing)況在(zai)峰(feng)谷電(dian)(dian)價的(de)(de)基礎上(shang)(shang)(shang)推(tui)行尖峰(feng)電(dian)(dian)價機(ji)制(zhi)。尖峰(feng)時段根據前兩年當地電(dian)(dian)力(li)(li)系(xi)統最高負荷(he)(he)95%及以上(shang)(shang)(shang)用電(dian)(dian)負荷(he)(he)出(chu)現的(de)(de)時段合理確(que)定,并考慮當年電(dian)(dian)力(li)(li)供(gong)(gong)需(xu)情(qing)況、天氣變化等(deng)因素靈(ling)活調(diao)整;尖峰(feng)電(dian)(dian)價在(zai)峰(feng)段電(dian)(dian)價基礎上(shang)(shang)(shang)上(shang)(shang)(shang)浮比例原則(ze)上(shang)(shang)(shang)不低于(yu)20%。熱(re)電(dian)(dian)聯(lian)產機(ji)組和(he)可再生能源(yuan)裝(zhuang)機(ji)占比大(da)、電(dian)(dian)力(li)(li)系(xi)統階段性供(gong)(gong)大(da)于(yu)求矛盾突出(chu)的(de)(de)地方,可參照(zhao)尖峰(feng)電(dian)(dian)價機(ji)制(zhi)建立(li)深(shen)谷電(dian)(dian)價機(ji)制(zhi)。強化尖峰(feng)電(dian)(dian)價、深(shen)谷電(dian)(dian)價機(ji)制(zhi)與電(dian)(dian)力(li)(li)需(xu)求側管理政策的(de)(de)銜接協同,充(chong)分挖(wa)掘需(xu)求側調(diao)節能力(li)(li)。

(三)健(jian)全季節(jie)性(xing)(xing)電(dian)(dian)價機(ji)制。日內(nei)用(yong)電(dian)(dian)負(fu)荷或電(dian)(dian)力(li)供需關系具有明(ming)顯(xian)季節(jie)性(xing)(xing)差異的地方,要(yao)(yao)進(jin)一步(bu)建(jian)立健(jian)全季節(jie)性(xing)(xing)電(dian)(dian)價機(ji)制,分(fen)季節(jie)劃分(fen)峰(feng)(feng)谷(gu)時(shi)段(duan),合(he)理設(she)置季節(jie)性(xing)(xing)峰(feng)(feng)谷(gu)電(dian)(dian)價價差;水電(dian)(dian)等可再生能源比重大(da)的地方,要(yao)(yao)統(tong)籌考慮風光水多能互補(bu)因素,進(jin)一步(bu)建(jian)立健(jian)全豐枯(ku)(ku)電(dian)(dian)價機(ji)制,豐、枯(ku)(ku)時(shi)段(duan)應結(jie)合(he)多年來(lai)水、風光出力(li)特性(xing)(xing)等情況合(he)理劃分(fen),電(dian)(dian)價浮動比例根據(ju)系統(tong)供需情況合(he)理設(she)置。鼓勵北方地區研究制定季節(jie)性(xing)(xing)電(dian)(dian)采暖(nuan)電(dian)(dian)價政策,通過適當拉長(chang)低谷(gu)時(shi)段(duan)、降(jiang)(jiang)低谷(gu)段(duan)電(dian)(dian)價等方式,推動進(jin)一步(bu)降(jiang)(jiang)低清(qing)潔取(qu)暖(nuan)用(yong)電(dian)(dian)成本,有效保障居民冬季清(qing)潔取(qu)暖(nuan)需求。

三、強化(hua)分時(shi)電價機制執行

(一)明(ming)確(que)分(fen)時(shi)電(dian)(dian)(dian)(dian)價(jia)機(ji)(ji)制執(zhi)(zhi)行(xing)范圍。各(ge)地(di)要(yao)加快將分(fen)時(shi)電(dian)(dian)(dian)(dian)價(jia)機(ji)(ji)制執(zhi)(zhi)行(xing)范圍擴大到除國家有專門規定(ding)的(de)(de)電(dian)(dian)(dian)(dian)氣化鐵路牽引用(yong)(yong)(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)外的(de)(de)執(zhi)(zhi)行(xing)工(gong)商業(ye)電(dian)(dian)(dian)(dian)價(jia)的(de)(de)電(dian)(dian)(dian)(dian)力用(yong)(yong)(yong)(yong)(yong)(yong)戶(hu)(hu)(hu);對部(bu)分(fen)不(bu)適宜錯峰(feng)用(yong)(yong)(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)的(de)(de)一般工(gong)商業(ye)電(dian)(dian)(dian)(dian)力用(yong)(yong)(yong)(yong)(yong)(yong)戶(hu)(hu)(hu),可(ke)研究制定(ding)平均電(dian)(dian)(dian)(dian)價(jia)(執(zhi)(zhi)行(xing)分(fen)時(shi)電(dian)(dian)(dian)(dian)價(jia)用(yong)(yong)(yong)(yong)(yong)(yong)戶(hu)(hu)(hu)的(de)(de)平均用(yong)(yong)(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)價(jia)格),由用(yong)(yong)(yong)(yong)(yong)(yong)戶(hu)(hu)(hu)自(zi)(zi)行(xing)選擇執(zhi)(zhi)行(xing);不(bu)得(de)自(zi)(zi)行(xing)暫停分(fen)時(shi)電(dian)(dian)(dian)(dian)價(jia)機(ji)(ji)制執(zhi)(zhi)行(xing)或縮小執(zhi)(zhi)行(xing)范圍,嚴禁以完善(shan)分(fen)時(shi)電(dian)(dian)(dian)(dian)價(jia)機(ji)(ji)制為(wei)名變(bian)相實施(shi)優惠電(dian)(dian)(dian)(dian)價(jia)。鼓(gu)勵工(gong)商業(ye)用(yong)(yong)(yong)(yong)(yong)(yong)戶(hu)(hu)(hu)通過(guo)配置儲能(neng)、開展綜合(he)能(neng)源利用(yong)(yong)(yong)(yong)(yong)(yong)等方式降(jiang)低(di)高峰(feng)時(shi)段用(yong)(yong)(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)負荷(he)、增加低(di)谷用(yong)(yong)(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)量,通過(guo)改變(bian)用(yong)(yong)(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)時(shi)段來降(jiang)低(di)用(yong)(yong)(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)成本(ben)。有條件的(de)(de)地(di)方,要(yao)按程序(xu)推廣居民(min)分(fen)時(shi)電(dian)(dian)(dian)(dian)價(jia)政(zheng)策,逐步拉大峰(feng)谷電(dian)(dian)(dian)(dian)價(jia)價(jia)差。

(二)建(jian)立分時(shi)(shi)(shi)電(dian)價(jia)動(dong)(dong)態調整(zheng)機制(zhi)。各地要根據當(dang)地電(dian)力(li)(li)系(xi)統用電(dian)負荷或凈(jing)負荷特性變(bian)化,參考(kao)(kao)電(dian)力(li)(li)現貨(huo)市場(chang)(chang)(chang)分時(shi)(shi)(shi)電(dian)價(jia)信(xin)號(hao),適時(shi)(shi)(shi)調整(zheng)目(mu)錄(lu)分時(shi)(shi)(shi)電(dian)價(jia)時(shi)(shi)(shi)段劃分、浮動(dong)(dong)比例(li)。電(dian)力(li)(li)現貨(huo)市場(chang)(chang)(chang)運(yun)行的地方要完善(shan)市場(chang)(chang)(chang)交易規則,合理(li)設定限價(jia)標準(zhun),促進市場(chang)(chang)(chang)形成有效的分時(shi)(shi)(shi)電(dian)價(jia)信(xin)號(hao),為目(mu)錄(lu)分時(shi)(shi)(shi)電(dian)價(jia)機制(zhi)動(dong)(dong)態調整(zheng)提供參考(kao)(kao)。

(三(san))完善市(shi)場(chang)化電(dian)力用(yong)戶(hu)執行(xing)(xing)方(fang)式。電(dian)力現(xian)貨市(shi)場(chang)尚未(wei)運行(xing)(xing)的地(di)方(fang),要完善中(zhong)長期市(shi)場(chang)交易(yi)規則(ze),指(zhi)導市(shi)場(chang)主體簽(qian)訂中(zhong)長期交易(yi)合同(tong)時(shi)申報用(yong)電(dian)曲線、反映各(ge)時(shi)段價(jia)(jia)(jia)格,原則(ze)上峰谷(gu)(gu)電(dian)價(jia)(jia)(jia)價(jia)(jia)(jia)差不低于目錄分(fen)時(shi)電(dian)價(jia)(jia)(jia)的峰谷(gu)(gu)電(dian)價(jia)(jia)(jia)價(jia)(jia)(jia)差。市(shi)場(chang)交易(yi)合同(tong)未(wei)申報用(yong)電(dian)曲線或未(wei)形成分(fen)時(shi)價(jia)(jia)(jia)格的,結算時(shi)購電(dian)價(jia)(jia)(jia)格應(ying)按(an)目錄分(fen)時(shi)電(dian)價(jia)(jia)(jia)機制規定(ding)的峰谷(gu)(gu)時(shi)段及浮動比例(li)執行(xing)(xing)。

四(si)、加強(qiang)分時(shi)電價機制實施保障(zhang)

(一(yi))精(jing)心組織實施(shi)(shi)。各地(di)要充分認識進(jin)一(yi)步完善分時(shi)電價(jia)機制的(de)重要性(xing)、緊迫性(xing)和復雜性(xing),在充分聽取各方面意見建(jian)議基礎上,結(jie)合當(dang)地(di)實際,研(yan)究制定(ding)進(jin)一(yi)步完善分時(shi)電價(jia)機制的(de)具體(ti)措施(shi)(shi),有關落(luo)實情(qing)況請于2021年(nian)12月底前報我委。

(二)做好執行評估。各地要(yao)密(mi)切跟蹤當地電力系統峰(feng)谷特性變化,動態掌握分(fen)(fen)(fen)時(shi)(shi)電價機制執行情(qing)況(kuang),深入評估分(fen)(fen)(fen)時(shi)(shi)電價機制執行效(xiao)果,發現問(wen)題及(ji)時(shi)(shi)按程序研究解決。電網企業(ye)要(yao)對分(fen)(fen)(fen)時(shi)(shi)電價收入情(qing)況(kuang)單(dan)獨歸集(ji)、單(dan)獨反映(ying),產生(sheng)的盈(ying)虧在下一監管周(zhou)期省級電網輸配電價核定(ding)時(shi)(shi)統籌考(kao)慮。

(三)強化宣傳引導。各地(di)要(yao)(yao)采取(qu)多(duo)種形式全面準確解(jie)讀(du)分(fen)時(shi)電價(jia)(jia)機(ji)制(zhi)(zhi),宣傳分(fen)時(shi)電價(jia)(jia)機(ji)制(zhi)(zhi)在保障電力安全供應、促進新能(neng)源消(xiao)納、提(ti)升系統(tong)運行效率等方(fang)(fang)面的重(zhong)要(yao)(yao)作用(yong),爭取(qu)各方(fang)(fang)理解(jie)支(zhi)持,加強輿情監測預警,及時(shi)回應社會關切,確保分(fen)時(shi)電價(jia)(jia)機(ji)制(zhi)(zhi)平穩(wen)實施(shi)。

現行政策與(yu)本通(tong)知不(bu)符的(de),以本通(tong)知規定為準。
